Most Taiwanese financial shares advanced Thursday, extending gains after the island's regulator earlier this week released guidelines for investments to and from mainland China that are less restrictive for Taiwan's own firms than for their larger Chinese counterparts 

But analysts say the positive sentiment may not last, as the guidelines aren't likely to result in any meaningful surge in investments between Chinese and Taiwanese firms in the near-term.

In guidelines for cross-straits financial investments released Tuesday, Taiwan's Financial Supervisory Commission said that Taiwanese banks would be allowed to invest up to 15% of their book value in Chinese lenders. But mainland banks won't be allowed to take more than a 5% stake in a Taiwanese counterpart.

While most Taiwanese institutions with strong capital-adequacy buffers will be allowed to buy stakes in Chinese rivals, only those mainland banks that have operated for two years in Taiwan through a representative office may open a branch on the island.

"We think a 5% stake in Taiwan banks is irrelevant, and thus, not attractive for the leading Chinese banks. If there is an acquisition, it will most likely be driven by political reasons rather than business reasons," UBS Research analyst Pandora Lee wrote in report.

"We think the positive sentiment will be short-lived. Fundamental changes, if any, still take a long time to bear fruit in Taiwan," Lee said.

And although the new guidelines mark an incremental step in the improving relationship between Beijing and Taipei, the market is unlikely to stage a sustainable rally until the much-awaited Economic Cooperation Framework Agreement is signed some time later this year between the two sides.

Worse than for foreign banks

In a note to clients released Thursday, analysts at Yuanta said Taiwan's FSC "set strict, less favorable conditions for Chinese banks compared with other foreign banks coming to Taiwan."

Citing a local media report, the brokerage said the purpose of the restrictive rules was to use "deregulation as a bargaining chip to negotiate more favorable conditions for China-bound Taiwanese banks, brokers and insurers."

"Chinatrust Financial Holding Co. and Fubon Financial Holding Co. are the most likely to benefit from exploring the China market, as they have experience exploring overseas markets, advanced products/information technology platforms, good corporate relationships and current exposure [to China]," they said.

A recovering economy means U.S. companies can afford to increase their payouts to shareholders—and that's boosting the appeal of dividend-paying stocks 

After a rough couple of years for investors who rely on cash dividends from U.S. stocks, 2010 is shaping up to be a year when a dividend strategy actually pays off.

"We've definitely turned the corner," says Howard Silverblatt, a senior index analyst at Standard & Poor's.

Historically, dividends have provided a significant portion of investors' total return. For the last 20 years the prices of the S&P 500 stocks have risen an average of 6.1% per year, according to Bloomberg data. If dividends are reinvested, however, the total average annual return for the S&P 500 has been 8.4%.

A year ago many companies—particularly financial outfits—were slashing or ending dividend payouts amid a 45% plunge in fourth-quarter earnings for the broad, large-cap S&P 500-stock index. In the first three months of 2009, 46 members of the S&P 500 index either reduced or canceled their dividends. So far in 2010 only two have done so.

"There has clearly been a tremendous reversal," says Dan Genter, chief executive of RNC Genter Capital Management in Los Angeles. Companies haven't just stopped cutting dividends. They're also starting to raise them 

Other big companies hiking dividend payouts this month include Applied Materials (AMAT), with a 16.8% hike; General Dynamics (GD), up 10.5%; Public Storage (PSA), up 18.2%; Qualcomm (QCOM), up 11.8%; and Wal-Mart (WMT), which raised its dividend 11%.

The reason companies can be so generous is that many are flush with cash. By one measure, U.S. corporations have a record amount of cash and equivalents. An initial estimate based on fourth-quarter earnings issued by S&P on Mar. 9 calculates that large-cap companies have $832.4 billion, up 36.5% from when the recession began two years ago. (The estimates look at the S&P 500 index companies, excluding financial firms, utilities, and transportation outfits, all of which typically maintain high cash reserves to operate.)

That companies can have so much cash on hand after a recession is a sign of how aggressively they slashed spending during the downturn. Companies saved cash by canceling capital expenditures, laying off employees, and squeezing dividend payments. "A year ago, everyone was getting lean and mean," says John Buckingham, chief investment officer at Al Frank Asset Management.

The Pessimism Factor

Many companies, even those with stellar records of consistent payouts, had no choice but to cut dividends. Standard & Poor's keeps a list of "Dividend Aristocrats," S&P 500 companies that have increased their dividend payments for at least 25 consecutive years. In 2009 two companies joined the list, Brown-Forman (BF/B) and Cintas (CTAS). However, 10 companies left the list, including General Electric (GE), pharmaceutical giant Pfizer (PFE), newspaper owner Gannett (GCI), and U.S. Bancorp (USB).

On Mar. 16, GE's chief financial officer, Keith Sherin, said the conglomerate, after cutting its dividend 68% last year, may begin increasing its payout again next year.

Amid a tough environment, even many financially secure companies played it safe and held off on dividend increases.

"The pessimism was so bad toward the end of 2008 and beginning of 2009 that companies just cut their dividends even [if] they didn't have to," says Stanley Nabi, vice-chairman and chief strategist at Silvercrest Asset Management.

By slashing expenses, companies have been generating more cash than they know what to do with, Nabi says.

Baby Boomers Want Income

Companies can deploy their cash by buying back stock, boosting dividends, buying other companies, increasing capital expenditures or hiring workers. With economic conditions still uncertain, executives are still figuring out how to use their hoards, says Buckingham, though he expects a substantial amount of cash to go toward higher dividends. "The nice thing is that Corporate America has a lot of flexibility," he says.

Health-care companies in particular have a lot of cash on hand, says S&P's Silverblatt, who expects dividend payments by S&P 500 companies to rise 5.6% from 2009 to 2010. His 2010 projection is still 16.6% below the peak in 2008, but 2011 could see a further rise as companies announce dividend increases in the second half of the year, he says.

Silverblatt warns his estimates are based on continued improvements in the economy and a fall in unemployment.

By increasing dividends in the next few years, companies could be responding to demands from investors, particularly baby boomers approaching retirement, "who want income," Genter says.

Sales and Orders Are Crucial

Stocks that pay dividends are seen as less risky and less volatile than other equities, he adds. Dividend-payers can also provide a better payout than bonds, especially while interest rates are low.

According to Bloomberg data, the current dividend yield for the entire S&P 500 is 1.87%, based on the past 12 months, and 2.01% based on the announced payout in the next year. Only 363 of the S&P 500 companies pay dividends.

The yield on the risk-free 10-year Treasury note was 3.7% on Mar. 16.

Higher taxes proposed on dividends could reduce their appeal to investors, but dividend-focused portfolio managers like Nabi and Genter point out that taxes on dividends would still be lower than those on bonds.

The biggest threat to a full rebound for dividends could be the economy. Companies can't afford to share the wealth with shareholders if they don't see their sales and orders heading higher.

Absent another downturn, dividend-paying stocks look increasingly appealing in a low-yield world

המסחר בבורסת תל אביב צפוי להתחדש הבוקר (ד') בעליות שערים לאור הנעילה החיובית אמש בניו יורק. המדדים המובילים באסיה נסחרים הבוקר בעליות שערים אף הם. המעו"ף, שרחוק בכ-2.2% משיא כל הזמנים, צפוי לנסות ולגמוע היום עוד חלק מהדרך צפונה.

כאמור, המסחר בניו ירק הסתיים בעליות שערים, שהתחזקו בשעת המסחר האחרונה לאחר שהבנק המרכזי, כצפוי, הותיר את הריבית בארה"ב גם הפעם ללא שינוי בטווח שבין 0%-0.25%. בהודעה שוב נמסר כי "הריבית תשאר ברמה נמוכה באופן חריג עוד זמן ממושך", הפד' שמר בכך על ניסוח "התקופה הממושכת" בו נקט גם בחודשים הקודמים. הפדרל ריזרב ציין בהודעתו כי "הפעילות הכלכלית המשיכה להתחזק" וציין את השיפור הקל שחל בשוק העבודה האמריקני. עם זאת ציינו בכירי הבנק הפדרלי כי שוק הדיור נותר חלש.הכנסת סללה אתמול את דרכו של סטנלי פישר לקדנציה שנייה בתפקיד נגיד בנק ישראל, כאשר אישרה את חוק בנק ישראל בקריאה שנייה ושלישית. ההצעה עברה ברוב של 28 בעד ו-1 נגד. החוק עבר בוועדת הכספים בשבוע שעבר לאחר מחלוקות רבות, בעיקר בסוגיית מנגנון הפיקוח על שכר עובדי הבנק. ההערכות הן, כאמור, כי פישר יסכים להמשיך בתפקידו, אם כי ישנן ספקות רבים לגבי כהונה של קדנציה שלמה, שכן מופעלים עליו לחצים משפחתיים לשוב לארה"ב ולהתאחד עם משפחתו. פישר שוהה בארץ עם אשתו רודה.

הבנק המרכזי ביפן (BOJ) הודיע על הרחבת תוכנית ההלוואות המרכזית של הבנק, שנועדה להגדיל את הנזילות בכלכלה הנאבקת בדפלציה, זאת במטרה לקזז את הירידה בנזילות שתתרחש בסוף החודש כאשר מכשירי אשראי אחרים יפקעו.

נגיד הבנק המרכזי וחברי הוועדה לקביעת המדיניות המוניטרית ביפן הכפילו את סך תוכנית ההלוואות שהוצגה לראשונה בדצמבר האחרון ל-20 טריליון יין (222 מיליארד דולר), כך הודיע הבנק בסיום ישיבה בת-יומיים בה החליט כצפוי להותיר את הריבית על רמה של 0.1%. הגדלת מתקן האשראי עמדה בתחזיות המוקדמות של הכלכלנים.

"הכלכלה של יפן מתאוששת, בעיקר כתוצאה מצעדי מדיניות שננקטו בבית ומחוץ לו, למרות זאת, עדיין אין מספיק מומנטום כדי שהתאוששות תיתמך ע"י ביקושים פרטיים מקומיים בלבד", אמר הבנק המרכזי בהצהרה עוד נאמר, כי הבנק "יעודד ירידה בשיעורי הריבית ארוכי הטווח ע"י הגדלה ניכרת בסכום הכספים המסופקים באמצעות הפעילות השגרתית".

מיד לאחר החדשות המניות היפניות התחזקו, וכמו כן עשה היין היפני. דולר אחד נסחר כעת סביב 90.09 יין, ירידה מ-90.35 יין טרם פרסום ההחלטה.

ענק ההשקעות מסיר את מניית החברה מרשימת המניות המומלצות: "העלייה החזקה במניית טבע אינה מותירה מקום לעליית ערך נוספת", הסבירו בגולדמן העלייה החזקה במנית טבע אינה מותירה מקום לעלית ערך נוספת" כותב רנדל סטניצקי אנליסט בגולדמן סאקס כהסבר להחלטתו להסיר את טבע מרשימת המניות המומלצות.

טבע נסחרת במחיר של 61 דולר למניה שנמוך ב-9% ממחיר היעד של גולדמן סאקס למנית החברה ב-12 החודשים הקרובים. סטניצקי מציין שהמגמות בשוק התרופות הגנריות עדיין חיוביות וטבע ממוצבת היטב כדי ליהנות מהן. עם זאת, לאחר שהחברה ביצעה כמה השקות של מוצרים חשובים ונוכח הניתוח של פוטנציאל הרווח מהשקות עתידית נראה ששווי השוק של החברה הוא השיקול העיקרי להמלצת הקניה של המנייה.

סטניצקי מציין שמנית טבע עלתה ב-36% (תשואה כוללת דיבידנד של 38%) מאז הכללתה במדד המניות המומלצות של גולדמן סאקס ביולי 2008 לעומת ירידה של 10% במדד S&P500.

סטניצקי מציין שהסיכויים של רכישת החברה הגנרית הגרמנית רציופארם על ידי טבע אינם ברורים עדיין. לדבריו אם טבע לא תזכה במכרז ייתכן שהדבר ייתפש כצעד מחושב של חברה שאינה מעוניינת לשלם מחיר מופרז אולם מאידך ידגיש את הצורך ברכישה אחרת נוכח ההנחות בדבר צמיחה חזקה של טבע מחוץ לארה"ב, בין היתר באמצעות רכישות.

כתוצאה מהייסוף בשקל, הורדת המע"מ, ביטול היטל הבצורת וירידת מחירי הדלק, ירד מדד המחירים לצרכן בחודש שעבר בשיעור של 0.3%. כעת צופים המומחים כי הריבית תישאר ללא שינוי בחודשים הקרובים ותעלה בהדרגה לכ-2% בלבד בסוף 2010 

המדדים הנמוכים בינואר ופברואר נובעים מהייסוף השקל, היורו הנמוך, ירידות בשכר דירה, הורדת המע"מ ב-0.5%, ביטול היטל הבצורת וירידת מחירי הדלק, ההלבשה וההנעלה. גם בחודש מרץ צפוי מדד אפסי בעקבות השקל החזק וירידות מחירים עונתיות.

במהלך חודש פברואר צנחו מחירי העגבניות ב-10.7%, מחירי ההלבשה ירדו ב-7.2%, מחירי החשמל ירדו ב-4.6%, מנוי לאינטרנט ירד ב-4.3%, מחירי ההנעלה ירדו בשיעור של 3.5%, מחירי מכוניות ירדו ב-0.6% ומחירי הדיור ב-0.3%.

מנגד, עליות המחירים הבולטות בחודש שעבר נרשמו במחירי הפירות הטריים שעלו ב-3.3%, מחירי הלחם והדגנים עלו ב-0.9%, בשר עופות ודגים עלו ב-0.6%, מחירי הטלפון הנייד עלו ב-0.7% והנסיעות לחו"ל התייקרו ב-1%.

ומה קרה לסעיפי המדד בפברואר: הלבשה והנעלה ירדו ב-6.3%, אחזקת דירה ירדה ב-1.2%, ירקות ופירות עלו ב-1%, מחירי המזון עלו ב-0.3%, תחבורה ותקשורת ירד ב-0.2% ומחירי הריהוט ירדו בחצי אחוז.

כעת צופים המומחים אינפלציה נמוכה של 1.7% בשנת 2010, כך שיעד האינפלציה יושג השנה לאחר שפוספס 4 שנים ברציפות.

במשרד האוצר חוששים כי המשק הישראלי גולש שוב להאטה כלכלית בעקבות המיתון בארצות הברית ואירופה, והשקל החזק שפוגע ביצואנים. גם הירידה הצפויה במחירי הנפט והיחלשותהיורו בעולם מבטיחה מדדים אפסיים בחודשים הקרובים.

והתוצאה: הריבית בישראל תישאר ללא שינוי בחודש הבא ותעלה באיטיות ובהדרגה בהמשך השנה עד 2% בלבד בסוף 2010. ביום ראשון בעוד כשבועיים, יודיע נגיד בנק ישראל, פרופ' סטנלי פישר, על גובה הריבית לחודש אפריל. 

כלכלנים מעריכים כי עד שיתגלו סימני התאוששות ברמת האבטלה ומדד אמון הצרכנים הדרישה לנפט תמשיך להיות נמוכה החוזים העתידיים על הנפט הגולמי נחלשו עם סגרית המסחר ברקע להתחזקות הדולר אל מול האירו, כמ גם חששות המשקיעים מירידה בדרישה לנפט בארה"ב אשר לא מצדיקה את הראלי במחיר הנפט בשבועיים האחרונים.

בנוסף, קיים ספק לגבי החוב המדיני של מספר כלכלות גדולות בעולם כגון סין, יפן, יוון, ספרד וכמובן גם ארה"ב. עקב כך חוששים המשקיעים לשים את כספם בשוק הסחורות, שכן המדינות בעלות החוב הינן צרכניות נפט מרכזיות בעולם.

עם סגירת המסחר בניימקס, החוזים העתידיים על הנפט הגולמי רשמו ירידה של 1.8% לרמה של 79.8 דולר לחבית.

בחודש האחרון השלים הנפט זינוק מרשים ממחיר של 69 דולר למעל 82 דולר לחבית וזאת על רקע צפי כי שיפור במצב הכלכלי בארה"ב יביא לעלייה בדרישה. למרות זאת, נתוני המלאים לא תמכו בהשערות אלו ומחיר הנפט התייצב סביב מחיר של 80 דולר לחבית בסוף השבוע שעבר.

יועץ האנרגיה סטיבן שורק אומר כי "הדרישה בארה"ב יורדת ועד שנראה עלייה ברמת התעסוקה ושיפור במדד אמון הצרכנים נמשיך לחיות בחשש כי המיתון עלול לחזור"

בהמשך השבוע יעקבו המשקיעים אחרי החלטת הריבית של הפדרל ריזרב ואינדיקציות לגבי מתי יתחיל הבנק המרכזי להעלות את שער הריבית. בנוסף, יעקבו המשקיעים אחרי פגישת ראשי אופ"ק במהלך השבוע בוינה, אולם הכלכלנים אינם צופים בשורות מיוחדות אחרי שכבר בשבוע שעבר הודיעו ראשי הארגון על שיפור בתחזית הדרישה לשנה הקרובה

Stocks opened lower Monday after a warning from Moody's' on the U.S. and other nations with AAA debt ratings and amid worries about China tightening.

This comes after stocks rose for a second straight week last week as investors continued to bet on the consumer recovery and techs, and really took a shine to financials.

Moody's said its AAA ratings on the U.S. and other nations remain intact but warned that credit risks have grown. While stock futures slid, the dollar and yen gained as safe-haven bets against the potential credit hazards.

Adding to the pressure on stocks this morning were worries that China could start tightening its monetary policy after a higher-than-expected inflation reading there last week.

And, of course, investors typically stay in a holding pattern ahead of a Fed meeting. Policy makers are holding a one-day meeting on Tuesday. They aren't expected to change rates or remove the famous "extended period" language from their statement, but change of a different sort is expected.

An analyst upgrade on Wal-Mart helped to curb the market's losses.

Wal-Mart ] jumped 1 percent, making it the best performer on the Dow, after Citigroup raised its rating on the stock to "buy" from "hold," citing the discount giant's potential for grabbing market share from supermarkets without sacrificing margins.

Citi also raised its price target on the stock to $65; the stock is currently around the mid-50s.

"WMT is lacing up the gloves in the fight to win the modern day price war in food retail in 2010," Citi analyst Deborah L Weinswig wrote in her research note on the stock.

AIG [] shares rebounded after a couple of days of profit-taking last week after the company announced that it will hold back $21 million in retention bonuses from current and former employees of its financial-products unit. The cuts may help AIG lessen the outcry over bonuses paid to workers of the unit seen as responsible for its near-collapse in 2008.

Toyota ] rose after a probe questioned a driver's account of a "runaway Prius." Investigators apparently test-drove the car in question and weren't able to duplicate the problem. Plus, the brakes apparently didn't have wear consistent with the driver's allegations.

Pepsi  shares climbed more than 1 percent after the soft-drinks maker announced plans to buy back $15 billion of its shares.

Boston  shares tumbled over 10 percent percent, the biggest drop for the stock in 17 months, after the company said it is indefinitely suspending sales of its implantable cardioverer defibrillator devices following a documentation error in its regulator filings, an analyst at Sanford Bernstein Research reported on Monday.

In the morning's economic news, the Empire State Manufacturing Index slipped to 22.86 in March, slightly better than expected.

And industrial production ticked up 0.1 percent in February, roughly in line with expectations, while capacity utilization rose to 72.7 from 72.5.

Still to come: Homebuilder sentiment is due out at 1pm ET. Economists expected the gauge to remain unchanged for March, with consensus for the NAHB's monthly index at a reading of 17. That report comes at 1 pm.

Health care and financial reform will both be in focus this week, as Democratic leaders try to muster enough support to pass a health bill without Republican help, and as Sen. Christopher Dodd (D-CT) unveils a new version of financial regulatory reform today at 2 pm.

Royal Dutch Shell] says it and PetroChina are still in talks to acquire Arrow Energy, despite a report indicating that Arrow is likely to reject an offer.
